Review Wanted on Maxi Waste Storage Planning Permission.

Simon Sansome and local residents want a review of the planning decision

Local Abbey Ward campaigner and resident Simon Sansome will present a petition to the Council meeting this evening regarding planning permission of the Maxi Waste storage facility on Wesley Road, he and local residents want a review of the planning decision.

The 12 reasons given by Simon and local residents for the petition are as follows's:

1. Three planning application were submitted for this site. The first application for plot one received objections and went to committee the second received objection for plots 1-2-9-10-11 and went to committee the third application was granted by a planning office for the whole site no objections. Because people did not know they had to object every time a new planning application from was submitted.

2. An Environmental Impact Assessment was not carried out. Leicester City Council advised Maxi Waste that one was not needed. This is a waste storage facility that is going to be storing Asbestos, Contaminated liquids and other hazardous waste.

3. Maxi Waste states that they have advertised their storage facility to the local people on Wesley Road. I would like to bring it to the attention to the Councillors that Wesley Road is not used by any local business, there are no residents on Wesley Road and that it leads to a dead end. This shows that Maxi Waste Ltd did not advertise this waste site effectively.

4. Local residents have concerns that up to 100 trucks a day could be passing their homes. The houses on Beaumanor Road have been there for well over 100 years. They already have large vehicles passing their properties, which make the properties shake and disturb residents.

5. The waste storage facility is located 100 yards from a primary school. The local school are worried about large truck passing the school all day. Also at school drop off time and pick up times large trucks could cause a blockage because of the school run.

6. A majority of people on Beaumanor Road and Thurcaston Road work from 9-5, the site has permission to operate from 06.00-20.00. Most people do not want to be woken up by a large vehicle passing their front door.

7. Maxi Waste states that it had visited 103 properties in the local area, and local resident did not have objections. I have letters dated from 2007 objecting the storage facility. They are presented with this letter.

8. If Maxi visited 103 properties in the surrounding why have 115 families signed the petition with another 18 people signing a new petition at the public meeting last week. This is attached to this letter.

9. When Maxi Waste visited local residents they visited 103 properties. Many of the properties are rented or council properties and have a high turn over of resident. The people living there in 2007 are not the same as in 2009. I moved the area in 2008 and knew nothing of the Maxi Waste storage facility and if I knew that it was going to be built I would not have moved to Beaumanor Road.

10. No one for the Allotments was contacted about the construction of Maxi waste storage facility.

11. On the planning application, it states that the site will only operate Monday to Friday. However it does also state that it can operate any hours of the day for public interest. The local residents would like to know what is public interest?

12. On the planning application for Maxi Waste, a 12-hour survey was carried out for traffic. In the 12 hours a total of 471 vehicles passed by the entrance to Wesley Street. The peak time of 70 vehicles was between 2-3 when parents were picking up their children. The planning application states that there is no data available to traffic entering the waste site however at an estimate on the planning application form it states that the busiest time for Maxi Waste traffic would be between 3-4pm when the children are coming out of school. In total the traffic increase would be 51% meaning almost a 1000 vehicles a school and local residents properties, Which mean Leicester City Council has given effetely given permission to increase traffic round a primary school by 357% a week or 18,564% in a year.
